Capital Ship Improvements
Allows for the construction of more Juggernauts and Colossi than just one per empire, as well as removes the maximum cap of 20 Titans.

Now, you can build a new Colossus for every 1000 naval capacity, and a new Juggernaut for every 700 naval capacity. Keep in mind that Juggernauts still count to your naval capacity by 32 units. Titans can also continue to be built every 200 naval capacity as in the vanilla game, with the difference that you are no longer capped to 20 per empire.

In addition, it also allows for the use of afterburners in Juggernauts, and also increases their shipyard capacity from 2 to 4.

I always figured the vanilla restriction was silly, especially since you can build any number of Star-Eaters, which are much more powerful versions of Colossi, as the Crisis. Not being able to fit afterburners into your massive Juggernaut also felt like an arbitrary restriction which just made Juggernauts feel awkward to use, often falling many systems behind your fleet. This helps fix that, at the cost of using other utility components, so it's still balanced. :)

@ryan.drew that may be because there may have been changes to how the limits are calculated in the new update. In another mod I discovered that empire_limit = {} no longer works the way it used to.

Using this with the NSC2 comp. patch and it doesn't seem to be working. It is at the bottom of my mod list and with over 4000 fleet capacity it only allows one juggernaut and 17 titans to be built.
