This is suspected to be Top of the Food Chain Pt 2., where the cost is... free?
<B>Civilian initiatives have not been adjusted to consider the fictional situation, nor do they relate in better significance and provide only basic amenities.
The scenario also had a few bugs which I suspect are not your fault. The top mountain zone ended up permanently stuck at 1.7 support level with all of its population hostile, and no amount of civilian initiatives would ever make them turn back neutral or into supporters again.
