@ClasherNL That's actually an in-game feature you can put into a scenario, Deficit Funding. You can spend money and go into a bit of debt, although it eats up your reputation the further into debt you go. Technically speaking, there is no limit to how much money you can spend so long as you are ready to trade your reputation for it.

I think I discovered a bug/glitch... When I'm on Brutal mode (unsure about Normal mode), I can keep spending money while going into debt/negative funds. This seems like an infinite money glitch, since there is no negative effect.

theres a bug thats gives you infinite money and makes it so you cannot un pause the game

They need to heavily nerf Purity Policy. It's decreasing corruption risk so much that it puts it in negative values, which the game then freaks out, causing NaN reputation and negative money!

I encountered a bug that gave me permanent negative money and NaN reputation. It was reported by me as a bug but they told me to report it here instead.

Best custom scenario I've played so far. Really adds a lot of interesting stuff, and it's not too difficult compared to a regular game.

Additional: 2 Custom Security Initiatives are unable to be rolled out. Potentially due to NaN problem.

<C> Spelling mistakes are hidden at many corners and disrupt gameplay substantially.
<D> The mountains in the top left corner take a very significantly long time to gain supporters and stabilise the region as a whole. It is estimated to take over 25 minutes at this rate provided from timing equipment.
<E> The Scenario genuinely feels rushed and therefore has a quality decrease in all aspects.

Evaluation: High Quality Fronted, Genuinely Rushed and Quality Decreased Scenario.

Capital State T-2 provides an engaging militaristic societal fictional legacy of an advanced war-torn world and additional, unique Military initiatives. However, there have been significant issues raised during my inspection of the Scenario. They include:

<A> Major Bug: Operation Income and Reputation becomes NaN, and suddenly there is a $2B debt that cannot be alleviated through any means.
This is suspected to be Top of the Food Chain Pt 2., where the cost is... free?
<B>Civilian initiatives have not been adjusted to consider the fictional situation, nor do they relate in better significance and provide only basic amenities.

Overall, good scenario. Interesting military tree. I will say, the initiatives given at the start are a bit much, the player is so powerful right away there's little need to invest in anything from the civilian tree.
The scenario also had a few bugs which I suspect are not your fault. The top mountain zone ended up permanently stuck at 1.7 support level with all of its population hostile, and no amount of civilian initiatives would ever make them turn back neutral or into supporters again.
