Oh the naming is just to spice it up, it's to have something unique added to it so it is recognizable rather than simple "Katar". SEO reasons and what not.
No it's a sword bes the animations else wouldn't fit.
It's made up backstory, it's no where actually placed in Skyrim, only way to obtain it is via crafting it.

How about using the fist animation, but simply the katar with it? So that it would be more like *Deals more hand-to-hand damage* ?

Sadly enough it is not as that would require custom rig/animation sets which as far as I know aren't possible in Skyim without heavy tweaks to the main core. The reason why it's that downwards is because else the player wouldn't properly hold it in his and.
So no it's sadly enough not possible to tweak the position of that.
The 1ste and 4th screenshot shows you can dual wield it...
There won't be any other katar's as far as I know, do note that this is a complete original concept and not based upon anything.

The slot used is a normal sword because the way he uses the template for the animations.
