Is it possible for you to make certain events come 100%? I was thinking that for example for Cao Cao that Dian Wei or Xu Chu join his faction? I have no idea if it is possible or not or how much work it is to do so, I would just love to see one campaign where every faction both player and AI get their legendery generals that are triggered through events.
