That only works if he starts the game in a faction in 190. If he moves instantly to the character pool during the first turn then it won't work.

Hey guys, if you want this mod to work in 190 immediately, just use Rusted Pack File Manager to open the Pack file of the mod, and change where you see 1:194 to 1:190, and it works. Zhange He will immediately join in 190.
