I tested it works for me. I can possibly imagine how is that possible that the event happens (this event) and there is no Lady Wu in your faction. I can imagine that youre using a lot of these mods so they pile up, therefore they will activate turn by turn. If you using too many of these it's also possible that you have to wait 2-5 turns for a specific character.
