Not currently possible but I could give it a try on another version of the mod
But from what I know, I could not make the mod dissapear at a certain time period.
Still, I could give the ability to pass border only to some early boat (and Raid boats) while the rest would have to rely on Government Card (like 'Gun Boat Diplomacy'). Only downside of this is that boat added by other mod will not be affected.
However... :P

This is very inaccurate. Open/international waters are not close to countries/cities. Meaning in real life this works like this too. This is why coast guards and marine troops exist for most countries next to seas.
