yes the spots don't change just the elevation you will find them. I just tested with one spot on Mars with cobalt at about 400m deep.
The first gps given is the GPS of the planet's center btw. You need to align those two to be at the right place.
Also the Ur part yes this is a leftover from an XML parsing, there are no uranimum on stock planets.
Also, it mapped at least one deposit deep within the planet. I moved myself to that location in spectator mode and detonated a warhead nearby to check, and nothing was there. I'm not sure what was going on, but it clearly put a marker there.
