I just subscribed to this, and in-game the description is:
"Science penalty for founding new cities on all map sizes is halved."
isn't that the other mod?

Also, I would like a version that effects ony science and happiness ; not policy costs.
AKA, theres still a penalty, but it isn't stupid. E.g. your people shouldn't be unhappy that their empire is becoming more powerful and expanding. That doesn't make ANY sense.

To the people talking about running out of city names, its SUPPOSED to start stealing them from other civs in the game, however, it might bug out if there are none left for ANYONE.

I've actually run out of names in this game before and what happened to me was that there was no city name. I had to come up with it myself.

@StormRhino In Civilization 3, if your civlization runs out of names, you found Washington 2, New York 2, Istanbul 2 and so on. I think it will work at the same way in Civ5.

I chekced the XML files because policy costs were still increasing for me, and you forget to change the policy cost for duel - large. You instead repeatted unhappiness (duel - standard) and tech (large). Not to call you out, but it's a 5 second fix so I'm wondering if you even proofread before you uploaded the mod onto here.

i would assume this makes the ai aggressive since they like territory, and being able to make a shitload of cities therefore would make them angry.

So, when a social policy reduces the social policy cost from the number of cities, does that make new cities reduce the cost of social policies.

I don't see the option to activate this mod in the mod files option, and I am subscribed. I have new city penalties halved and Kazjen Buffs, if this helps

City Spam aside this makes sense. A large empire shouldn't suffer for its size when in reality its size makes it mightier.

I have the default distance between cities to zero, so you can found a city right next to another city. This mod should be tons of fun.
