There is no way around that. It uses the same ability as a great general. Just restricted to be used on coastal regions. Or ocean tiles. Unless I modify the dll which causes compatibility issues with other mods.

it also steals tiles from city states and you can build improvements over it without losing the land you claimed. Imo I feel like the improvement should connect the resource under it to your empire and claim the land around it, but it shouldn't be removable, that way you permanently lose that 5 gold and you have to choose carefully where you place it and it definitely shouldn't claim tiles from other civs and city states, rn it's too OP. Maybe it could also immediately unclaim the land if it's pillaged

Question: is it supposed to steal tiles away from other civs if built next to their border? Because that kinda seems OP ngl

Ahhh....it's always something simple that one misses. Changes applied. Thanks a million for pointing that out! It always worked fine on my end and I couldn't find anything wrong in the database logs.

appreciated @lord arendelle! it didn't help, so I started to investigate....

Please update the BUILDS row to <Type>BUILD_OVERSEASXXX</Type>
Please update the UNIT_BUILDS to <Type>BUILD_OVERSEASXXX</Type>
in both files. then it works here too!

Consider to add <NoTwoAdjacent>true</NoTwoAdjacent> for both. :)

I removed the player thing. It was vestigal code for something else.

They do but only in or directly adjacent to their own land typically.

Sounds interesting, does the AI also build these improvements?
