Wow, this really is a hidden gem. I tried many blueprints for a tunneler that would allow me to attack a shielded POI. They all were terribly hard to drive, except this one. It goes very fast while tunneling. Never got stuck. The only mod I made was to add a cloning tank to the back (yes, just hanging off the back), and another simple cargo box.

There are no weapons, but if you deliver this vehicle to the attack site with an armed CV, there are no problems.
