One could bring up the fact that the Tsar Bomba never entered official service, but to that I would say: This is Civilization 5. We don't have giant death robots, X-COM squads, or Gandhi the Conqueror in real life either.
Berlin would need 4, Mexico City 11, Chongqing is as big as Austria = 80-140.
I think you have no idea of the sizes of cities today and the average damage potential of a nuclear weapon.

in 3 out of 4 games I play I get nukes by him, if I don't kill him before nukes.
or something like that anyway
...Seriously! That's all he does. Am I misssing anything here? As far as I can tell, he just builds atomic plants with any uranium he comes across. By and large, he's the most passive civ in my game.
and everyone dies. True story.
but come on , have some mercy D:
tactical nukes are much less powerful than you seem to believe
I think it is still thought of by the game as a nuclear weapon but just extremely more powerful.
Does your mod broadly affect everything under nuclear weapon category or is it just the specific bomb and nuclear missile? if its the latter then I might not download this mod since it wouldn't work.
