hey i have thought for mod might be in your weal house, there two types of colorations governments, if you do it during peacetime they get all their cores while wiping out your own cores in their area, however if you do it while they are still fighting you you keep your cores in there area and the land. if peacetime collaboration worked more like that wartime it would make more since really.
