Always AI Collab Governments

This mod makes it so the AI will ALWAYS create the collaboration governments from La Résistance, when they gain enough compliance of course.

WARNING
This does mean the game will likely be a bit more laggy when 1. a bunch of ai countries create collab governments and 2. because of all the extra divisions and countries existing.
ALSO This may break some focuses for developing some colonies
