It works fine. One issue though is that playing as Taurox right now the tier 4 & 5 settlements are inverted : tier 4 cost 9000 favors and 5 surplus, and tier 5 cost only 7000 favors and 4 surplus. Not sure if it is the same for other hordes factions though.

Good question. All I did was to reduce the cost of everything that costs 4 or more population surplus by 1, so it *should* work. But to be honest I never play hordes so I haven't tested it :P

Does this still work, wood elves aside? If so, I'll probably use it all the time, not a fan of the new growth changes.
