lower population cost for tier 4 and tier 5 settlements

Description
Very simple mod: Reduces the population surplus cost for tier 4 and tier 5 settlement buildings by 1. Affects both players and AI, so doesn't make the game easier or harder.

Should be compatible with everything that doesn't change population surplus costs. Hasn't been extensively tested yet so it's possible that I overlooked something, but it's a simple change so I can't imagine it breaks too much.

Save game compatible. Updated for The Twisted and the Twilight.


Credit goes to Agarast for the original mod, which unfortunately is no longer updated. Note in the future that the mod should still work even if I don't update it immediately (except for any new regions that have been added).

It works fine. One issue though is that playing as Taurox right now the tier 4 & 5 settlements are inverted : tier 4 cost 9000 favors and 5 surplus, and tier 5 cost only 7000 favors and 4 surplus. Not sure if it is the same for other hordes factions though.

Good question. All I did was to reduce the cost of everything that costs 4 or more population surplus by 1, so it *should* work. But to be honest I never play hordes so I haven't tested it :P

I've updated the mod. Haven't tested it much yet so let me know if anything doesn't look right.
