My guess is because it's linked to the encamp, that the agents detection bonus isn't getting applied.
I am running a lot of other mods, so I'm not sure if it's just a md conflict that I've got.

Now if someone did a mod that did skaven properly (i.e. 100% reliable skaven engines can exist only in the world already overtaken by Skaven. Which means that CA are rats.).

Based on feedback I've encountered, Beastmen are the one faction that don't need it really removed as they don't generally have 2-3 armies hanging around each other like Skaven do. And they're not strong enough overall to include them. Just my own take, I think really only the Skaven are who people don't want to have this stalk (esp race wide as opposed to a faction like Anar) because they are far more powerful than before.
