its kinda bumpy. remove the bump stuff on the texture, and it will look more in tune with the rest of the tf2 artstyle

And the Anchor thing's stats need to be changed, because it's really a downgrade compared to the Shotgun or Sandvich. It looks cool though. Maybe, because the anchor is on his back, he could take less damage from behind, or it could increase his health cap.

You should make the Swimming Speed a bonus higher, like +15%, and apply it to the Ship-Gun rather than make it a set bonus.

I don't see a need for the Anchor. 1. A Heavy would not be carrying an anchor, for any good reason. 2. The Heavy already has significant reduction to push force, especially when he has his minigun down (minus Tomislav). I think the Anchor would make a better Misc. But everything else about the set is good in design/intentions, like the Coco Knuckles. BUt I think the Partnership would be better off with different stats. Nice set!
