Merchant republics can't have merchant republic vassals; you just get duchy rank republics. Ancona is independent. However it's MR duchy is titular. If the emperor creates the de jure duchy, Ancona will find itself threatened.
And it's glad to hear that Ancona is no longer hiding under HRE, "Ancona, now die bastardo!"
but is it a tributary state of HRE instead?
