Cool idea. I Agree with Sptrk75 that would be a good idea to add with this.

I'll add on to jayz0n, here's how it should be.
On push of the action button, spy will light his cigar, put in his mouth, and in 2 seconds it will burst and he'll jump back a little. Everyone within so far of the spy will be forced to laugh, enemies and his own team, and it renders their weapons useless during them laughing.

Just put it in Misc.

I was thinking that this could fit with the cigarette throwing taunt (and change it a bit) as a misc, which forces opponents around you to laugh until 2 seconds after you finish the taunt. This could help for an escape when a spy is uncovered, but will hinder any possible backstabs when used or is attempting to use it

If a Weapon:
Replaces ?!!?!?!??
Explodes upon your death, dealing 150 damage at the center (you) and falling off all the way to 0 from there.
Explodes upon being on fire for 10 seconds (any flamethrower's full duration), dealing same as above.

If a Misc (assumably will be):
No stats...

it should be lit by a pyro and blow up after 30 seconds. the explosion will kill the spy and take away half of the health of any players nearby

when you get lit on fire it should explode and damage u and the pyro that set u on fire also any1 neer
