TheOneWhoKnocks and LittleShepherd were using/changing this "mod". Maybe I can get some free time next week and I will try to change it.
As far I know my skill points mods and this mod were compatible but I will try my best to fix this problem.
Guys sorry to let you down :(.
I can verify that the effect in my mod is 15 and 30. In the game it is shown as 1500% and 3000% because it is a bug but for some slingers who got 175 as range, 10% is 17.5m and not 15m. So I couldn't fix this bug entirely.

I have limited visibility with my tools.
I only see them implemented in the att_trad section you found.
I propose someone make a mod that addresses these three effects:
att_trad_army_eastern_1_persian_marksmanship in charskilllevels
att_trad_army_nomadic_5_scourge_world in charskilllevels
att_trait_ybor_eye_1 in character_trait_levels
att_wonder_mount_damavand in effect bundles to effects junc
I can make this if you don't have time.
But can you verify that the effect is really only 15 or 30 meters extra?
your mod is now included in the latest release of the Community Patch! I'm sorry for taking so long to implement your fixes.
I also managed to find a few more instances of the same bug in the databases. They should all be fixed now. Thanks again for your help! :)

You have to add text file including "effects_description_att_effect_force_unit_stat_missile_range" with parameter "Range: %+n" i believe (i use localized file so do not know how it is represented in english - "Range" or "Shoot range" or "Increased range").

I am really busy right now because of my final exams but I will try to fix the description right away.
Could you please write to me what other things like this bug I could fix?
I will try today to see if I can change the 15m to "really" 10% and 20% so every unit gets 10% bonus and not 15m.
