Balance:
Reduced post battle loot and loot+occupy income boni for wutelgi from 100% to 75%.
Wutelgi now have a 50% penalty to raiding income, as the rework heavily discourages raiding in favor of indiscriminate looting/razing near player strongholds.

Tweaked dwarf income rates. Dwarfs receive a malus to razing and a halved bonus to sacking now in exchange for some extra post-battle income.

Added:
Loyalty for all lord recruits set to maximum, so as to not screw over vampirates. This is a stopgap until I decide to spend the time to disable the loyalty traits.

Balance:
Further normalized tax rate penalties. Penalties are -1%/-2%/-3%/-4%/-5% for easy/normal/hard/VH/legendary.
Removed AI upkeep reduction and PO bonuses for difficulty.

Tax rate reduction from additional armies increased in Hard (2%), Very Hard (4%), and Legendary (5%). Be mindful that this means 10% tax rate is immediately lost upon creating a second army in Legendary.

Will this mod have any effect on the Southern Realms minor faction group?
I'm not really sure how they are tied to the Empire faction, since they share a lot of units and buildings.

yarr loyalty is a pretty important feature for the vampire pirates and it makes sense for it to be there. Loyalty gives certain buffs to the vampire lords depending on how severe it is. I would be completely fine with getting rid of it for skaven and dark elves but not for the vamp coast.

Because CA removed the major faction autoresolve bonus, it's a tossup. Forces of Decay and Forces of Chaos tend to be a bit more resilient on a strategic level, but they don't as general superfactions, completely overwhelm the Forces of Order 100% of the time, as they did in Dark Side Difficulty.

How has this been affecting Major factions for you so far? I used to use dark side difficulty too, thinking about running something again so factions like skaven and Greenskins actually exist by turn 100 in Mortal Empires because right now the "good" factions landslide and genocide them out really quickly

Increased tax rate reduction per army to 1% in normal and 2% in very hard. Easy, hard, and legendary unchanged. This should make determining the state of your economy a bit easier.

Made an initial balance pass to remove some outliers in economic performance and to slightly increase difficulty for various factions. Check patch notes for details if you really want the long version.
