turns out nothing. making the cost go skyrocketiung does not help against ai_strategy entries not having to obey to common game rules. so thats a problem there and it was easily fixed.

初期の独立保障(例えばユーゴなどの独立保障)消せないんですかね？あれ消えると初心者やりやすかったりしそうですが。
