Disable Guarantee independence.
This mod doesn't remove the guarantee added in NF.
This mod conflicts with mods that rewrite "common\defines\XXX_defines.lua" or "history\countries".

turns out nothing. making the cost go skyrocketiung does not help against ai_strategy entries not having to obey to common game rules. so thats a problem there and it was easily fixed.
