you need to build outpost in or near Cannibal lands for that Tin-Head to spawn, he will be the one to lead a attack to your outpost
on main menu there a import feature where it import your progress to new world state, think of it like NewGame+
Is it normal for cannibals to attack in this region while their homes are so far north or is it a feature from this mod ?
Is the scale of the attack common (i.e. can hungry bandits or dust bandits be so numerous) or is it a change from this mod ?
