You can change that by creating a new goverment eg. "feudal_barony_government" which won't be called to arms and would provide you with liege levies.
"requires law no_decision" should be ze_administration_laws_2 which is imperial administration
you are probably using a mod that changes laws
I feel like this law shouldn't apply to them, or at least they electors should be free from the call.
Maybe this way the French might be able to actually defend themselves.
You should make it so switching to "feudal" type vassal levies requires some particular tech, like, say, military org. 2 or legalism + majesty 2.
