Well, as its feudal tittles, it must be held by noble, it's rather for rp vale
I just was irritated that you must be fedual, even after enacting imperial law. Wanted to make possible to play like ancient kingoms, with despotic power.

Non noble ruler? Is it just an honorary title or does it serve a purpose in the game, like court physician?
