Yet another small and mostly personal mod.
Imperial Administrator give you descion to appoint your vassal as non noble ruler, he'll rule like governor. Its suposed to simulate sme kind of nonfeudal government, like a roman. You need to be emperor, have good relation with vassal and he cant be to much prestigious. Probably little op, but oh well, maybe I'll balance it in future.
Should be compatible with any mods and versions of game.
