I'm not sure though, I havent played in a while. Go ahead and disregard my earlier comment
there is another mod called "The Speedy Settler Mod" ( http://gtm.steamproxy.vip/sharedfiles/filedetails/?id=96695370 ) that replaces the starting settler with a new settler that can travel ten spaces pur turn. If you use that mod with this mod every player (including City States) will still start with a settler but will not be able to train one themselves.
I understand the intended use of this mod but it'd be great to also be able to use it in conjunction with IGE and No City Razing to create new games where you manually plop every city down at the beginning and the only way to expand is through conquest. You can do that now with the way it is, but the problem is that since the City States ONLY start with a settler they're automatically wiped out at the beginning of the game.
this is still great idea though, imma try it out
One-city challenge is for new games only, this is different.
