It's rather tough to keep all the mods working with the constant updates and micro-dlcs from Paradox. I probably won't start modding again until after Eu4 is in its final stable state, like Crusader Kings 2 is now. So, in other words, probably not until after they drop EU5.

I don't know but generally assume that total overhaul mods will not be.
Factions have been completely re-balanced and now Parliament debates have major influence on individual factions.
I might require some of the expansions. When I work it is with all of them enabled. However, if you are using any other mods that alter the government and/or government reform files then their will likely be a conflict, as the factions are enabled/disabled by government reform type.

A Converted CK2 save is technically a mod, a mod which, depending on how your CK2 game ended, will override a good deal of the game vanilla files as well as possibly overriding certain files that are also altered by a mod. My guess is that your converted save overrode a number of the government and estate files, thus making it incompatible with this mod.
Click the Subscribe button and it will appear in your EU4 launcher, under mods. Then click on the mod in the Launcher so it has a green check mark next to it.
Busy at the moment, though not a bad idea. It would more likely when I come back to expand the mod to a more robust version, though right now it's not at the top of my list, as there are some more complicated mod work I have scheduled.
Its going to take some time, major Government changes to account for.

Start here, that's how I learned.
I generally don't make ET mods, as I'm not familar with the system.
I'm really not that knowledgeable about polish history to properly represent the government of the Commonwealth.

Commons Faction bonus changed from +10% Production efficiency to +10% Goods produced modifier.
It is best to post your ideas in the "Faction Balance Suggestion" thread, as they will be for me to keep track of.
As a general notification, I do not at the moment possess a computer which can run EUIV, so until repairs are made I can't update any of my mods.
Added two factions for the unique American Governments: Democratic-Republicans and Federalists.
