-Fixed: several crash related issues and minor bugs
-Fixed: Alliance and Animosity values not working properly

-Added the ability to become a member of any army except the Albmeri Dominion

-If you are not a member of any army, you can become a temporary ally to an army by killing an enemy soldier during a skirmish
-You will be given a menu and the ability to select a non-hostile army to help
-By helping them win the skirmish and killling 10 enemies you will become a member of the army
-If you already command the Ravagers, you can also join another army by building a strong alliance level through joint battles

-Armies now spawn at rally points, allies spawn together
-Added a new skirmish respawn system (Type 3 in the mcm) / armies spawn at their rally points or at a team member / makes the battle more organzed
-Revised the point system for skirmishes / battles are longer / player kills are less overpowered

-Lowered the reputation requirment for getting army division soldiers to 6:

-Fixed: The ravagers army being activated without the quest being done after and update
-Fixed spawn messaging issue
-Fixed most issues related to adventurers and soldiers spawning in dungeons and other off limit locations
-changed the requirements to be given an army division:
-(Player's Level >= 8 OR Reputation >= 10) AND Skirmish Kills >= 20+(40% Players Level)
-Improved Government override feature:
-If you commit a crime in your own territory, the bounty amount will be lifted, reputation may decrease
-Wait is disabled if in a city held by a fully hostile army
-Fixed: your own soldiers attacking you if you commit a crime
-Hostile spawns can travel to the place where you were last detected
-Distant skirmish reports display the hold location of the territory
-you can take a territroy by killing every soldier in a territroy even outside a battlezone skirmish
-Added mages to hammerfell resistance
