Fixed rift stabilization tech not being available even if you have a broken rift terminus.
In order to get the tech opion now you need to have access to tier 5 techs, have researched rift travel and have to have a ruined rift terminus in your space.

Orila portrait - ruler now uses animated interface of the hologram version

- added synthetic trait to Chap'Lin to reflect him being an ai hologram - if this ends up too strong in combination with the legendary trait we will have to make adjustments
