Only recently discovered that invisible units cannot capture cities. When the city is down to 0 defence, they can enter the city and will eliminate any garrisoned units but the city won't change ownership. This is due to code that cannot be changed so I've decided to make it a feature by updating the Operator and Camouflage promotion civilopedia entries to note this, that's all.

Simple rename of the mod to match my other unit additions so they all appear in the mod list in-game together. Some very minor text and coding changes but nothing that affects gameplay.

Felt like going back and revisiting my old mods. Operators are no longer limited to 3 per civ but now they cannot be purchased and the city requires a Military Academy to built them.
