Success-based Dynamic Force Level

Mod variable is now clamped to prevent it from trying to make a higher force level than what the game can handle.

For saves already affected by this, you need to enable the debug console to use the "SetForceLevel" command to fix the issue. Set it to a number between 1 and 20.
