fixed scopes with the static camera

fix StaticCameraTweak description

added static camera (default off)
changed saving and loading of config to use a ini style config file.
added ability to use keyboard for splitting

only swap ammo when there is no ammo in reserve AND in the gun.

changed destructible objects health bars to blue to distinguish them from enemies

tweaked ammo rarity values to better refect the rarity of ammo
added the display of item rarity to shops
added config menu
