BUGFIX: fixes this part drawing a pipecap into other parts where possible

UPDATE: Balance pass 1. Prices slightly adjusted to be an increase over the vanilla stub. This makes the vanilla stub piece still a viable option if you can't afford the better options this mod provides.

This mods pieces have been given a restricted range of placement. They cannot be placed within half thier respective range to another Adaptive Exchanger.
