Fix:
- Respawn-Policy logic fixed.
- Moved 'send score' event after 'teleport' event in game start.
- Tweaked 'all players died' timing for server.

- Fix: Respawn UI 'Accept' logic failing with certain respawn-policies.
- Tweak: Clearing Zombies ran conditionally on wave 0.
- NEW: Shops (if none are present) will now attempt a server-side load of `Lua/exportedShops.txt`.
Shops will still fallback to default shops if none are present, and that file is not found.
- Tweaked: Zombies-Left vs Zombies-In-Cell check.
- Added: New 'Count-Safety' mechanism.
30-second cycle when the total zombies left is less than 10%.
If the count number remains the same as the previous cycle an additional zombie is spawned.

- Refactor: Moved spectate 'dot' rendering to spectate file (out of zone rendering).
- Tweak: Zombie Transmission is untouched again. Spectate mode is not limited by it.
- Tweak: Spectate Mode to work smoother.

- Tweak: Sandbox option for Transmission only becomes 4 when initially 3.
- Tweak: Turning undead is disabled, but dying from infection is not. :)
- Tweak: `clearZombies` fires at the start of every wave, not just startup.
- Fix: Respawn rule logic for 'respawn every wave'/'whenever' was flawed.
- Tweak: Game-Reset timings tweaked a bit.

- Fix: Auto-Select-Random-Building not working.
- Fix: Select-Random-Building in MP not working.
- Fix: Panel prevents non-admin hosts from modifying options. (now with a warning)
Hosts can't actually change sandbox options - which created confusion when setting changes wouldn't occur.
- New Sandbox Option to control when players can respawn.
Three options: On-Game-Start, Each-Wave, Whenever.
- Removed support for 7 Lives To Live Redux. (sorry)
- Added: Spectator Mode. (Janky, also sorry)
Camera Controls: WASD for movement, up/down for Z +/-
Trying to respawn will result in your character's death.
Jank: Sometimes the camera will refuse to utilize the cutaways for buildings (can't see inside).
- Tweak: Sandbox 'ZombieLore.Transmission' value set to 4 (None) - for spectator mode to work better.
- Tweak: Resetting shops now restocks them too.
- Refactor: End-game process to avoid edge cases.

- Fix: UI resets on respawn.
- Added: Warning on UI when waiting for players.
- Tweak: Increased delay to 'all survivors have died' message.
- Reworked Single-Player experience to be smoother when dying/respawning.
- Refactored 'player login' code to better handle edge-cases.
- Refactored fall-back spawner logic.
(Should help with zombie depop at higher populations/cell-edge depop.)
