HUGE PERFORMANCE update thanks to CaesarVincens in the modding discord. Helped me make a mod that removed a lot of the native nations and merged into one, the game is a lot faster now, but it might take like a minute or two for your pc to merge all the nations at the start of the game but this is the best I can do. New campaign required.

Made HRE not able to be formed and fixed some primary cultures for nations

Holy Roman Empire mechanics have been adjusted. They are a unique faction bloc with some new mechanics. Unlike other blocs, HRE gets cohesion per independent member in the bloc. Members are not able to leave voluntarily until 1748 which is when I guess the downfall of the HRE started happening so I wanted to mimic that. Can the Emperor save the HRE or will it's downfall happen? I will keep working on it as I spectate results
