- increment version number
- add/change some entries
- include systemgroups.ini, WIP changes for now

- correct naming scheme of some missiles
- increment version number to 0.4.0
- add many new missiles from new versions, and new PLA weapons with their frustratingly annoying NATO reporting names

semantic versioning and compatibility, base game weapons no longer overridden by PELT and have their normal NATO reporting names
