commented out the possibility of the Compound Mission for Scientist and Engineer. Advent wouldn't put civilians in those highly defended cells

commented out the TLE missions here
they are added in my TLE missions anyways, and there are also encounter changes in play to have them play nicely with a campaign
i did forget to comment it out
