- Removed +50 war enthusiasm. Attacker can no longer sign separate peace with defenders in Imperial Circle wars.
- Improved requirement tooltip for Release Free City decision.

- All nations participating in an Imperial Circle war now gain +50 war enthusiasm.
- You will now gain some admin points for every dev you owned that was annexed by an Imperial Circle after the war.
