changed Config name to ConfigRust_V3.1_alpha

Added power check to rust simulation:. The mod checks batteries, reactors, wind turbines, and solar panels to determine if a grid has active power and or stored power

Code compatibility update: Replaced C# 7.0 pattern matching with traditional type casting to ensure compatibility with C# 6.0, resolving errors and maintaining mod functionality within Space Engineers' scripting limitations.
