Big list of changes:

- Banners known as pronoiar are now known as akritoi
- Roman Empire now has banners/akritoi when formed
- Roman Empire also has the other important stuff of being Byzantium
- Proinoiar subjects are now known as despotates
- Despotates are not bad or even useful now
- Estate privileges should be less wonky and allow for privileges from other mods
- Cossacks are available from the start, not only when conquering cossack land
- Lots of buffs/modifiers added and changed
- Government mechanic changed for the better
- Changes to names of anything and everything to make it feel more Byzantine/Roman
- New icons, made by Summary, for a lot of things!
- Reforms added/changed
- New Great Project in Constaninople! (hidden behind a mission)
- Decision to add all provinces as seats in parliament
- Propagate religion now works
- Better localisation
- Integrated MSAC
- More events in the missions

Made some changes based on suggestions by devek1001:
Removed currency and power costs for parliamentary issues
Heir stats are now random but at least 4/2/2, 2/4/2. or 2/2/4
Removed outdated defines, changed those to static_modifiers
Added a Cossack privilege to allow quicker conquest of Cossack regions

Allowed a bunch of buffs to still apply if you reform to anything but Byzantium or Rome (but... why would you?)
