- refactored some code; market capitals for countries where it differs from the nation capital will now have an independent check to see if it has moved
- china now reverts its market capital to guandong

- usa will now place its market capital in new york provided it owns the state

- redo decision logic to take check for market capital location in addition to nation capital

- germany will now have its capital revert to the capital of the nation that formed it
- conditions that cause the capital to revert now also cause the market capital to revert
