1. Changes to code to hopefully overcome "Gamemode.SetTeamAttitude" not working. Now will only load HVT missions. No hostages should spawn in. HVTs given the same teamid as normal opfor.
2. Minor changes to some maps to change opfor to the main opfor types now.
3. Added in HVT missions for the city map.

Small code fix. This should stop any players being brought into a InProgress round being frozen.
