Balance changes in "Sea wolf" talent tree

Now all "musical" talents has a limit , i seen a lot of ppl abusing infinite amount of exp/skill gain to be extremely overpowered after 20-30 min or so

Because of that (maybe too late) , i made a cap for all musical talents , but also buffing them a bit.

(Also a fix for "Inspiration" talent , it gives a skill point to a random crewmate , not a closest one (also it didnt gived skillpoint to a hunter))
