Unknown error hot fixing now

(New icons added for Agri-world and a new district, planet class no longer has under developed power grid or basic infrastructure)

( Re added a custom debug decision to clear worlds to default state before any projects took place will reconvert too continental class planet )
(Note: This will remove features and wont let you build mining, generator or farming districts on the planet you used it on) Try not to use this unless you absolutely fucked up.

(Also fixed another descriptor file issue again)
