Hotfix init scripts

Bug hotfix to resolve an issue where player would sit endlessly on a initialization loop

Added 50mm mortar ammunition to arsenal of the rebel factions using it

Replaced Finnish 81mm mortars with 50mm captured Soviet mortars because of a bug that made it impossible for AI mortar squads properly shoot the 81mm ones.

Further fixes, added Soviet naval Infantry as an enemy faction, added Ju-52 and He-111 to German templates when using Flying Legends and/or Secret Weapons Reloaded

Added:

- Finnish Civil Guard as a playable faction
- New vehicles for various factions

Changes:

- Small changes and fixes to various faction templates

Hotfix, fixed the wrong names and voices of rebel AI units when using CSA38

Update, added content:

- USSR Summer 1939 template (both Occ and Inv)

- Support for CSA38 as an optional mod, when loaded, it gives the following content:

Factions:
- Czheckoslovakian Resistance (Reb)
- Wehrmacht 1939 (Occ/Inv)
- Czheckoslovakian Civilians

Other:
- Logistics/cargo system for trucks and some static weapons included in the CSA38

- FDF Winter 1944
- Norwegian Resistance Winter
- Estonian Forest Brothers

ENEMY FACTIONS:

- Flying Legends (Aircraft for Finnish and German factions)
- Secret Weapons Reloaded (Aircraft for USSR factions)

OTHER:
- Characters have their names now decided by their nationality (Danes use Norwegian names as a placeholder for now)

Hotfix + small update:

- Fixed the duplicate-spawning outposts/resources temporarily until Antistasi devs release their own hotfix

- Added early WIP version of Danish Resistance and civilans for those who want to test them, currently very close to Norwegian resistance but will be updated after the NF devs release their Danish units in future
