Removed the Greenskin Snakebiter Tribe faction's OWR because it was replaced by an Ogre Kingdoms faction

The Norscan factions added by IEE are no longer considered Wulfrik and Throgg in terms of rites and now have a less powerful(?) but more appropriate rite

nearly uploaded a mistake that would've accidentally gave Greenskin rites to Cathayans, Cathayan rites to Norscans, and Norscan rites to Greenskins, this update fixed that before it went public
